I have no idea how you calculated that bottom teams would need to pay 40EUROS per season. Accurate calculation as would be if it works like this now starts with following numbers.

Top Earning Team income = 75 589 580€ (RED BULL)
Chevrolet Team income = 30 184 256€

the difference = 45 405 324€
65% of this difference = 29 513 460€

To purchase directly, you would need to pay 10*29.51346 = 295 coins
In auction the minimum bid would be 8*29.51346 = 236 coins

1st share issue is 3M so it is 30 coins directly and 24 coins via auction.

That makes it 325 coins directly or 260 coins via auction during one season.

600 coins can be purchased for 20EUROS (if you get end of season bonus for your driver championship standings it is 720 coins for 20EUROS)

325 coins costs ((20/600)*325) = 10.83EUROS
260 coins costs ((20/600)*260) = 8.67EUROS

These figures are costs per season for your team. Not 40EUROS per season. Is it really that bad?
